Demands draft agreement copy before new contract discussion

PANAJI: Goa Pradesh Youth Congress President and Corporation of the City of Panaji Councillor Joel Andrade raised serious objections to the Special Corporation meeting called to approve the tendering process of pay parking in the city much after the previous contract expired, questioning Commissioner Clen Madeira and Mayor Rohit Monserrate as to how the Corporation can ask for the approval of its councillors without them seeing the draft agreement.

“How can you ask us councillors to approve this Pay Parking tendering process without placing the draft agreement before us?” Andrade questioned Commissioner Clen Madeira and Mayor Rohit Monserrate. “What about all the money this contractor has been collecting after the contract has expired?”

Commissioner Madeira said that the contractor has already paid some amount to the Corporation coffers. Andrade immediately shot back, saying,” How does he know he is going to get the contract, and how have you accepted that amount from him? If, according to you, the tendering process is complete, why bring it up for approval in the Corporation meeting today?”

The agenda to pass the approval process was passed with a show of hands by the Monserrate panel, with former mayors Surendra Furtado and Uday Madkaikar, Ruth Furtado and Joel Andrade opposing it.
